The protocol needs a hierarchy because alignment is not uniform. Some participants observe, others build, a smaller layer governs, and a sealed apex carries permanent standing. Tiers make those positions legible on-chain.
Tiers are identity, not utility credits. They describe who you are inside the system — your access level, visibility, and weight in future protocol layers — independent of token balance or trading activity.
